If you're a beauty, spa, hotel, or eye-care brand evaluating a private-label steam eye mask line, you've probably already noticed two things. First, the category is crowded — Kao's MegRhythm kicked it off back in 2012, and since then everyone from Miniso to Space, Popband, Repose, and Bausch & Lomb has jumped in . Second, the quality spread between "cheap promotional giveaway" and "medical-grade daily driver" is wider than most buyers realize until a claim lands on their desk.
We've been running export sales for a based ISO 13485 factory that's been doing OEM/ODM on steam eye masks since 2013 — the first in China to push this category globally, and the one behind a few names you'd recognize (ZSM, MINIS, Space, Pop mask, Lula, Repose, SR, etc.) . Below is the briefing I usually give brand clients before we talk MOQ. If you're the person deciding whether to launch your own SKU, read this first.
1. The category basics (and why "disposable steam" beats USB rechargeable for most brands)
A disposable self-heating eye mask is a thin non-woven pad containing a layer of iron filings + activated carbon + vermiculite + water + inorganic salts. Tear the foil, oxygen hits the mix, exothermic reaction kicks in, and you get ~41°C gentle heat with visible steam for roughly 30 minutes .
Compared with USB heated eye masks:
Portability — individually foiled, toss in a purse, plane, hotel minibar. USB ones need a power bank and aren't wash-convenient for multi-use hygiene.
Hygiene — single-use, no bacterial buildup on the fabric (eyes are vulnerable tissue).
Experience — steam actually moisturizes the periocular skin; USB pads tend to dry the eye if worn >20 min.
Sleep — our masks double as blackout masks; you can wear them all night .
That's why hotel chains, airlines, spa retail, and maternity/nursing brands keep coming back to disposables.
2. The part most brand briefs get wrong: "Medical standard" vs "Daily standard"
This is where the real differentiation lives, and where most buyers default to "just give me the cheap one." Here's the side-by-side you won't find on Alibaba listings.
3 years, batch-to-batch traceability, accelerated aging validated
1–2 years nominal, actual heat drops by month 12
Raw material
Secondary-reduced iron powder, heavy metals minimized to cosmetic-grade
Generic reduced iron or straight iron filings
Certifications
ISO 13485, CE, FDA on file, BSCI, batch sampling
Often "borrowed" certs from bigger factories
Leakage / caking
Zero powder leak, zero caking in 3-year window
Powder leak and heat-pocket reported after 6–12 mo
Price position
Higher
Lowest
Steam Eye Mask Private Label: What Brand Buyers Actually Need to Know Before Customizing (Medical vs Daily Grade, MOQ, and Real OEM Facts) 8
Sources: our own production spec sheet cross-checked with third-party audits, and the fact that domestically in China only about three factories can guarantee 3-year stable performance after 5-year + accelerated aging tests — the rest see heat time and steam volume halve by year one and fail by 18 months .
In the EU and US, self-heating eye masks sit closer to Class I–II medical device framing depending on claim language ("relieves dry eye," "promotes circulation"). That's why brands like Kao and Bausch & Lomb insist on 13485 lines — not because they're pedantic, but because the claim and the liability sit on the brand, not the factory .
💡 A note from the floor: if your marketing copy says "soothes dry eye" or "eye-care," go medical standard. If you're a hotel giving these away in turndown service with "relax & sleep" copy only, daily standard can work — but remember, the first bad batch is what kills a brand launch, not the COGS saving.
This is also why most EU&US brands in the “relax & sleep” or “beauty” categories insist on using medical-grade standards. This is because customer complaint rates for steam eye masks that meet general consumer standards are significantly higher than those for medical-grade steam eye masks, as issues such as allergies and overheating are difficult to control with the former. Therefore, brands that position themselves as high-quality and wish to avoid legal risks should adhere to medical-grade standards!
3. What "customization" actually covers (and where we don't charge)
A lot of factories say "full custom" but mean "we'll print your logo on a box and the mask itself is blank or universal-plate." That's semi-custom, and it limits brand recall. Here's what true full-custom looks like, and what we (as the lower-MOQ medical-grade option) include at no extra fee:
a) Mask cloth pattern — your illustration, IP character, seasonal graphic. We do simple pattern design in-house free of charge. Complex illustration? We'll tell you upfront if it needs a designer on your side.
b) Foil pouch — shape + artwork. Minimum pouch size 13×12 cm.
c) Color box — 4–15 pcs per box typical, minimum box size 13.5×12.5 cm. Window, die-cut, emboss — all doable.
d) Scent — this is where brands differentiate. Our standard menu: lavender, chamomile, rose, jasmine, osmanthus, grapefruit, mint, ylang, unscented etc.. If you bring your own essential oil profile, we blend it at no extra fragrance fee. Want a completely new scent prototyped? Free sampling, 4–7 day turn .
e) Functional add-ons — nutrient layer (hyaluronic acid, SOD, etc.) can be laminated in. Common for eye-care / derm-branded lines.
f) Temperature & duration tuning — Our patented ECOSTEAM technology can raise the temperature to approximately 35°C within 30 seconds and maintain it at 41°C for up to 30 minutes; depending on your needs, we can adjust the heating temperature to either low or high settings to accommodate different usage scenarios.
g) Ear strap configs — integrated ear strap, lanyard strap, visual cutout (cartoon/children), all in the pattern library.
4. MOQ reality check (and why 10k matters)
Industry norm from Chinese OEMs: 30k–100k pcs for full custom (box + pouch + mask print). That's fine if you're Miniso moving containers. It's a killer if you're a boutique spa brand testing the SKU, or a DTC launch doing a seasonal drop.
Our three tiered solutions (real numbers, not "call for quote"):
Solution C — MOQ 10,000, double deposit vs B, 1–2 boxes, 1 pouch, 1 mask pattern, 1–2 fragrances, highest unit price — but still full custom, not semi .
10k is the lowest full-custom threshold among medical-standard factories in China. Most competitors quoting 10k are actually selling you semi-custom (universal mask cloth, only box printed). We're not — the 10k C solution still gives you your own cloth print, your own pouch, your own box, your own scent. That's the lever that lets niche brands test without 30k of locked inventory.
Of course, many factories also accept a minimum order quantity of 10,000 without requiring an additional deposit for these bags. Why is that? It’s because the materials used for the bags differ: medical-grade bags require aluminum-plastic composite bags, a material that provides the best seal but is also more expensive. The packaging bag printing factory has a minimum order quantity of 30,000, so we’ve implemented a deposit system to reduce the trial order quantity to 10,000. Of course, if you’d like to place a trial order of 5,000, that’s also possible. However, packaging bags that meet daily usage standards are made of pure aluminum, which has poorer airtightness. These products have a lower minimum order quantity and lower costs, but we cannot guarantee a shelf life exceeding two years. Of course, we also offer fully customizable steam eye masks that meet daily usage standards. However, Since steam eye masks that meet the daily-use standard cannot be customized for prototyping, you can only refer to existing samples or use the medical-grade standard for prototyping.
5. Who this product actually sells to (positioning your SKU)
From our client mix, four brand archetypes dominate:
Beauty / cosmetic brands — bundle with serum, position as "night recovery," often choose medical standard + hyaluronic layer, scent = lavender or chamomile.
Hotel / airline / amenity — recommend adopting medical standards to avoid any customer complaints and legal risks., unscented or mild, branded foil pouch for turndown. High volume, lower ASP.
Eye-care / optometry / dry-eye clinics — medical standard non-negotiable, often co-branded with an eye-drop line (we've passed TheraTears' in-depth 13485 audit for this reason) .
Repurchase rate in the disposable segment is genuinely high — the product is a 30-minute ritual, not a one-off gadget. That's why COGS discipline matters less than repeat quality consistency.
The premise is ensuring quality, which will encourage more and more customers to use and try our products, rather than competing on price to boost sales while neglecting customers’ eye health.
6. What to ask your factory (and what evasive answers look like)
If you're RFQ-ing beyond us, here's the short-list I'd run:
"Can you show ISO 13485 scope covering steam eye mask, plus current CE / FDA refs?" — In addition, certificates should be issued by internationally recognized organizations (such as TÜV Süd, Intertek, etc.), rather than by small, lesser-known organizations, as the market is flooded with too many counterfeit certificates.
"What's your heat decay curve at 12 / 24 / 36 months under accelerated aging?" — Factories that can't produce a graph are the ones whose masks die at 18 months.
"What iron powder grade?" — Secondary-reduced = cosmetic-grade heavy metals. Generic reduced = cheaper, noisier batch.
"Full custom at what MOQ?" — If they say 10k but the mask cloth is "through-plate" (universal print), that's semi. Clarify.
"Free sample lead time + paid prototype for my scent?" — We do 4–7 days; if a factory quotes 3 weeks for a sample, their R&D bench is thin.
'What material are the aluminum foil bags made of?' Is there a biocompatibility report for the non-woven needle-punched cotton? High-quality options are aluminum-plastic composite bags, and the fabric supplier has provided a biocompatibility report (covering allergenicity, virulence, and irritation).
7. Why brands come to us specifically (the "sales" bit, briefly)
25 steam-eye-mask lines, 20 years in category, first in China to promote globally under steameyemask.com .Owner of the steameyemask.com domain, China’s first manufacturer to develop steam eye masks (self-heating eye masks), fully certified to medical standards, with guaranteed quality
ISO 13485 (TÜV), CE, FDA on file, BSCI — same cert stack Kao-tier requires .
Patented ECOSTEAM temp-control + hollow pupil cut (no direct heat on eyeball) — 40-min uniform warmth vs the 15–20 min commodity masks stall at .
MOQ 10k full-custom — nobody else at medical grade goes that low.
Freebies that actually save you money: pattern design, samples, scent prototyping, custom方案 per your brand tier.
3-year batch traceability, 24-hour response on quality queries. That's the clause that matters when a EU distributor asks for your technical file.
If you're drafting a brief to run past your buying team, the one-line positioning I'd put at the top:
Disposable steam eye masks sit at the intersection of eye-care claim + daily ritual repurchase. The category rewards consistency (medical standard) over COGS optimization, and private-label differentiation lives in scent + mask-cloth print + temperature curve — not in the box alone.
Feel free to WhatsApp us or mail sales@steameyemask.com for samples — we'll ship a comparison pack (medical vs daily, same scent, same opening time) so you can feel the 20-min constant-temp gap yourself. Most buyers sign after that.
